either your meter is not working or you're doing it wrong. use your ohmeter to test a light bulb or something with some resistance.

resistance should be 0 when you touch the leads together. blank or infinite when touching nothing, and a few ohm of resistance on a light bulb.

I found out what your problem is. Your test leads weren't making good contact. Since I had the hood open and I was wrapping up what I was doing to my truck, I tested one of mine and I had to move the leads around a little bit to get good contact and make the multimeter read the resistance instead of hitting 0. So you should take a small pocket knife and lightly scrape the contacts on the injectors and make sure the multimeters test leads are clean. When the tips are touched together it should read 0 on the meter.

My meter is auto-ranging, so it is a little different than yours. On yours you will want it set to the lowest setting above 15 ohms, which is probably 20 ohms.
