Strange starting and surge idling

let me see if i understand..
if you connect the IAC, then it surges at idle. what rpm's ?
if you disconnect the IAC, then it stops surging, but won't idle on its own and you have to manually crack the throttle plate open.
both IAC and TPS recently replaced with no change.
here's a question- in the video, your voltage gauge is at 12 rather than 14.
dodge trucks won't idle properly without a fully charged battery. something about the reference signals.
any reason for your low voltage?

If I connect the IAC then it surges from 500 till 1000 RPM, but not all the time.
If I disconnect it I can not start it wihout pushing the pedal, I opnend the valves in the TB a little bit with the Torx screw.
And for the battery , can that be the problem when it starts it went up to 2000 RPM??
The vid was taken after 45 minuts of trying, I think that is the reason for the 12V.
I will try to block all the vacuumlines of to see if that helps.

Reguarding an un related question you asked earlier, Wild vents are caused by a vacume leak some where either behind the dash board or a leak some where on the line that runs into the fire wall. Our vents are vacume controled and when i accelerate to go up a hill or to merge onto the free way and i have my heater or AC on, the vents swap from panel to defrost and once i take my foot off the gas they swap back to panel.
It's a pain in the *** sometimes but as long as it's blowing heat in the winter and blowing cold in the summer i dont really care where it's coming from as long as its doing it.

I have changed the battery for a better one, followed the instructions for setting the IAC and reset the pcm but i can not find any difference when starting, Idle seems to be a little better.
Still reving up to 2000 Rpm with starting.....
Checked the EVAP and it is not leaking.

My Buddy was having a problem like that. I changed his TPS (Throttle positioning sensor). Fixed it right up......My step-dad is having a problem with the motor reving on it's own after start up or even when it's in part. A mechanic cleaned the IAC...well he replaced it and it didn't fix the problem. I keep on telling him to replace the TPS but he never does.
