i don't think so.
a product that does dissolve/clean rust is Naval Jelly. available about anywhere.

Why do you ask? Eats rust is a board statement. I think the ethers in brake fluid will polish off light rust but acids like naval jelly or CLR will disolve rust (iron oxide) and clean it up for painting.

i would try a penetrating oil like pb-blaster or other.

somewhere i read that the best ever penetrating oil was a mix of ATF and acetone.

I think it will work pretty well. Give the brake fluid a shot. Worst case it doesn't work and you would need to get more aggressive. I'm sure you know, once you open the container, the shelf life drops like a rock.
There was a post on the 50/50 acetone/transmission fluid a while back. I haven't had the opportunity to try it but I think I will soon judging from what I saw on my Jet Ski Sunday.

well i might try the brake fluid first. if that don't work i might try the 50/50 acetone/transmission fluid because i have seen alot of things saying that it is the best penitrating oil. if all else fails i might have to find some with some torches to help me get the nut off.

LOL.......hey yak you should just chop your fenders and box sides......then you'll remove the rust and have room for more articulation

you know what man im thinking about making a mold and doing straight fiberglass fenders.

I know how to make cast moldings and also iv worked with fiberglass pretty much all of my life, that way i never have to ****ing worry about it again and i can handle if the **** cracks or chips offroading or by road rocks cause i can patch it in a heartbeat.
