Fuel pump connector voltage??

Default Fuel pump connector voltage??

I have no fuel pressure at the fuel rail, fuses and relay are good
so i drooped the tank and check the voltage at the connector and one of the wires has 7.5 v and the other has like 5 volts.... is this normal ??
I was thinking it was since both make 12 volts

its probly a bad ground..if that doesnt pan out double check the relay..i believe there is a ground on the frame close to where the box meets the cab..dont hold me to that good luck
