Default Steering shaft cage type thing. UNDER DASH

I need a safe place to zip tie a acouple of power wires to somthing and this is the closest thing to do it to.. Is it safe? Does this peice move at any time at all? Does it have anything to do with the gear selector? Or is it stable at all time(none moving part?) Im talking about the cage looking thing under the dash around the steering shaft. Dont wanna sound dumb but i think im past that lol. Anybody know?

Nope. Under normal circumstances, it doesn't move at all. It is designed to collapse in the event of a front end collision...... so, if it does move, you have FAR bigger fish to fry.
