ok i want to redo my rockers.
now should i use fiberglass resin, sand it, body filler, and sand again?
whats the best items to use, and what order should i do them in? what grit sandpaper should i use?

How far back do your rockers need replaced? Got access to welding equipment? (brazing would work just as well, if not better....) Replacing the entire panel might be better.... (if a tad expensive, around 60 each for the outers, 90 for the inners.......)
What about just getting some flat steel, forming it to the right curves, and welding that in?

i dont have acess to a weldor, thats my problem....i wanted to do the steel thing, but im going to do that when i buy my weldor later this year, i just want to get them decent looking for now.....it burns my eyes every time i see it....and its the whole rocker strip thats rusted out.
Trying to stick fiberglass to metal is not a good idea. If its temporary, it should work, but eventually it will crack because fiberglass and metal have different heat expansion rates.
But if you really want to try, cut out all the major rust and clean out all the surface rust, then rough up the good metal with a 36 grit grinding disc. Put down a thin layer of fiberglass resin and then a layer of fiberglass, then resin, then fiberglass, etc. Do this until you have it piled up about as thick as the sheet metal should be and wait for it to completely cure. Then grind it smooth with 36 grit grinding disc and fill it with a fiberglass filler (like body filler, but designed for fiberglass). Let that dry and sand it down with 80 grit until smooth, then 180 grit until the 80 grit scratches are gone, then 320 grit until the 180 grit scratches are gone, then prime it. When the primer is dry wet-sand it with 400 grit sandpaper and paint it.
