Cracking Paint?

Sorry for the new thread but was not sure where this should go. I have a 2000 1500 4x4 Sport that has some kind of black (paint/plastic?) on the upper side of the 2 front doors. It has cracked to no end and looks like crap. Can this be sanded off and repainted with matching paint or are this some kind of thick decals you can replace? What would be the best course of action to get rid of this ugly look?
