Hmmm... if we're looking at the start relay, the coil should only be energized when the key is in the Start position, as that relay is what feeds current to the starter solenoid.

If it's the correct relay you're looking at, then maybe the schematic (or your wiring) is wrong and the battery voltage is being applied to pin 85 instead, with 86 being grounded?

This will sound weird, but I tested both 85 and 86 and got nothing. Perhaps there was some surface corrosion preventing good contact, but that's what I got. I will try inserting some small spade connectors into both locations to get a better read.

I just went out and checked on my truck, and get battery voltage on pin 85 (closer to the battery in the PDC) with the key in the Start position so the Haynes manual is wrong (it shows pin 85 grounded through the park/neutral safety switch).

No matter how you slice it, though, it must be true that the relay coil is energized with the key in the Start position or your truck would not start.

Oh, I almost forgot that you'd asked about the purpose of the bypass jumper. It's used on automatic transmission vehicles in place of the clutch pedal position switch.

I thought something was iffy. Thanks for the follow up. I'll be picking up some spare relays and fuses in the morning.

appears to have been poor contacts on the relay.
