Fog Lights Flash Stay on for 1/2 Second

Fog Lights Flash Stay on for 1/2 Second
When I pull the headlight switch to turn the fog lights on the fog lights just flash and turn back off. I have checked the fuse box inside the cab and nothing is wrong. I have also checked the fuse box under the hood next to the battery and everything seems fine there.
However, when I pull the head light switch I can hear 2 consecutive clicks in the fuse box under the hood. The first click is associated with the fog lights turning on and the 2nd click is the fog lights turning off. It almost sounds as if there is a short but everything else seems to work fine.
Does anyone have any advice on what to check next.

I swapped out the fog relay with the horn relay with the same results. When I put the fog relay into the horn relay the horn works fine.
