Seeing that you already replaced the IAC I suggest you pull the Throttle Body off the motor and clean that thing entirely including the little port where the IAC resides. Place it back on and make sure everything is clean with a new gasket. Then reset the PCM.

I second the low battery that could be the issue as well not to mention it sounds like it is on the way out anyway.
