Welcome to DF!

Grab the factory service manual available for download in the FAQ section. It has wiring diagrams, and all sorts of other stuff to help you figger out what is going on.

You should post your ? in the Dakota section. But if you have a tilt steering wheel, sometimes the wires get F'd up in the column or the multi function switch or the headlite switch itself could be bad. I dont know about the Dak, but the headlite switch is a fairly common problem on a Ram.

Is it just when you turn your lights on that the brights come on, or are they always on no matter what?

I'd start by replacing the switch that controls hi/low beams in the column
