smoke test.... but, a thousand bucks for the tester is just a bit out of my budget.
About the only thing you can do is visual inspection. Or, figger out which line activates the 4x4, and simply replace it. Of course, it might be a bad switch on the T-case as well.... but, vacuum line is dirt cheap. Best bet is to have a look at the steel lines first. They are notorious for rusting out....... probably be rather obvious if that is the case. Might want to pull the lines off the frame, so you can get a good look at them. If you want to replace the steel lines, just grab an appropriate length of brake line (of the correct diameter...) and you can carefully hand bend it to fit.

Check out which lines go where on the switch on the transfer case. (yeah, whip out with you extendable neck.....) Supply vacuum to the switch in such a manner that you can stick a finger over the other ports, to see if you are getting any vacuum there. Have a friend switch between two and four wheel drive. See if the switch is functioning as it should. (testing AT the switch.)
