Default Check Engine Light not lit but pulling codes

I'm pulling a P0300 and p0303 so the CEL should be lit but it's not. I've pulled the gauge cluster forward (not out - need to figure out how to pull the shift indicator) and all looks secure. The two white connection blocks are secure but there is one 4 pin black connector with no wiring in it.... should there be?

This black connector is on the left hand side at the top... I haven't looked behind the dash cluster to see if the wiring is there so save me the time if it shouldn't.

When I turn the key on all lights light up excep the CEL and what ever is on the bottom right and left below the gauges. Bad explanation but there are two connection ribbons running under the cluster to what looks like displays.... they don't light up and the one on the left does not have a bulb in it.

Other problem is the volt meter is inoperative....

Please help me track this one down.

Ok... got the gauge cluster out and checking for burnt out bulbs. Is there a bulb that directly lights the check engine light? So far I don't see one....

Any idea on that 4 pin connector???

If you turn the truck on, key on engine off, all your lights are suppose to light up to indicate that they're all working.

Right.... the Check Engine Light should also come on.... and it does not. I connected my OBD II scanner and pull three codes but no CEL light is lit up....

MY CEL is in the lower left part of the Tach. Check there for a bulb.

If your charging system is working..... gotta be a wiring problem, or a failed gauge. Does the gauge 'test' when you first turn the ignition on?

The gauge does not test....but neither do the others. Leaning toward a failed gauge as the previous owner attempted a failed gauge face swap. Charging system works properly....

He might have screwed up the cluster....... Not entirely sure how all that works on the dodges..... I know they are driven by the PCM, but, I have no wiring diagrams for the 96, and there are some major differences after 98.... Not sure the 01 FSM would help.

The cluster might be messed up but I'm going to swap bulbs to make sure. I'm looking for another to swap in if it is messed up....
