verify five volts on the feed wires of the sensors it is whining about.

i testd all of the plugs an they all were within 5 volt accept for the ica which one of the wire read between 5 an 12

Follow the wire from the IAC that has voltage on it, and see where it goes. If the engine isn't running, (but the key is on) I don't think any of those should have constant power.

well if thats the case two of the wires on that had power i think the other had 5 volts tho the other two came up 0

Ok, seems the IAC motor is a 12 volt guy. With the engine at idle, you should see 12 volts on TWO wires. Other two wires will be ground.
