Default 99 Ram 1500 2WD ABS Brake Problem

The brakes seem to try to engage the ABS when stopping. When I got to stop all is fine until the last few seconds before the vehicle comes to a full stop the brakes "slip". I have replaced the rear speed sensor on the rear differential after the code showed up on a scanner that it was bad. I noticed if I take the fuse out of the ABS it doesnt seem to do it. Also the ABS and Brake light come on sometimes and stay on until after the ignition is shut off and then they reset. Any ideas? I have been told it would be very expsensive to diagnose so I thought I would try here.
Thanks!
Mike

Need to read the ABS codes. See what it thinks is going on. If you have 4wal, might have another bad sensor somewhere, or, if you got the sensor from the parts store (and not the dealer) might be sending an erroneous signal.
