must I replace wheelhousing when replacing Fender

Default must I replace wheelhousing when replacing Fender

Hi guys/gals..I'm new at this..I have a 99 2500 with rusty fenders..I see that new fenders run around a 100 bucks without the wheelhousing..Thats another 80 for new..Must I replace the metal wheelhousing?? I read about folks cutting grinding drilling the old ones off and reattaching them to new fenders but it is mandatory..needed?? The plastic liner thats in there looks like it protects as well.
