Clunk heard and felt in steering when brakeing/accelerating

Clunk heard and felt in steering when brakeing/accelerating
I think its due to play here:
There is play between the arrow in the picture. I can make it make the clunking noise if I grab the steering shaft and move it back and forth. Are those two pieces of metal supposed to be attached or moving independently?
