Is it my starter?

Hello everyone, Trying to figure out if i have a starter problem. When I start my truck,its slow to turn the engine over. Its sounds like the timing is off or something. It wont whirl the engine over very fast like a Dodge should..New battery BTW..
98 ram 4x4 318hp..

I'd check the battery cables. If they're green inside, replace the battery cable all the way to the starter.

yes the same before the new battery...turns over real slow...scares me it not gonna start sometimes..
