Horn is fuse H in the PDC. (power distribution center, under the hood, on the drivers side fender.)

When you push the horn button, do you hear the relay click? (also in the PDC)

Check with your local parts store, and see if they can pull any codes for the airbag system.

For cold starts...... does it do the same thing when it sits for an extended period of time? Might wanna check fuel pressure..... see how long it takes to get to 49 pounds. (if it ever does....)

The clock spring might be bad, or wires running down the column could be broke. Remove the covers and inspect them. As far as the fuel pressure goes, you actually want to see how fast it goes back down to zero pressure after the motor is turned off.

Clockspring being bad would explain the airbag lite too.....

Get a Haynes manual and check it out. It's not hard to do, but you don't want the airbag exploding in your face. And I would rather not be responsible for that.
