Is 6V at the CTM right?

Is 6V at the CTM right?

I am getting 6V at the CTM. Should I be getting 12.5 V or is there something in the wiring harness that reduces the voltage?

Fuse 11 in the junction block. Should be 12 volts at the CTM.
