I once had that happen, and it was the gator back belt. As soon as I switched to an OEM belt, it worked fine from that point on.

humm, so think napa would have better belts? i bought my dayco from autozone

I use Gates myself. I would get a wire brush and some break clean to clean things up before installing a new belt. The pad you used won't get down into the ribs.

The comments about Dayco being a problem is funny because I've had my Dayco belt (the lifetime warranty one that's about $40) for a couple years and it doesn't make a peep.
The belt tensioner on the other hand used to click and clack for quite a while before I finally got a new one.

Check these vids. The pulley system might be out of alignment at the water pump or steering pump:
