Default Seat Belt Retracted and Fuses Blown

Hey,
I am new to the forum and am having troubles with my front seat belts and interior lights. The seat belt are retracted and will not budge. I have changed the 10 amp fuse and it tripped again, so I stuck a voltmeter on it and it is drawing 14.83 amps. I also noticed that the dome lights aren't working either, but when I used the voltmeter, they came on very dimly. Can anyone give me a suggestion on where to start looking?

Do you have an aftermarket stereo or other electronics? mine did this all the time until I fixed the mess of a stereo installation I had from the previous owner.

stereo, under hood light, interior light and wiring under the seat..look for melted or corroded wiring or some sort of short
