Default 2000 Dodge Ram 5.9 wont start

I have a 2000 ram that will not start unless the weather is warm or it appears that way. I changed the starter and the battery is new. I am thinking it is in the ignition somewhere. Am I correct in thinking that? I would welcome any advice.

Wow, dude I did not read the threads, but ripping the PCM seems a bit drastic ans an initial option, I would have replaced cap and rotor first as they could have condensation in them due to cold weather, also would be looking at fuel supply issues, before just ripping into electronics.
