What kind of car?

The e-brake may be a rusted or broken cable. Simple fix with a new one from the junk yard. If it was a stick, yeah, you need it.

The brakes leaking may be needing new wheel cylinders or the hard line to the rear has rusted out (very common problem on all trucks from the 'north).

I have no idea on the shifting hard. Have the owner show you what this solenoid is. I think he is blowing smoke up your ***, it sounds like BS.
