Default computer wont talk

my OBD hookup is not talking to ANY scanners whatsoever, i have no idea why as everything seems to be hooked up correctly yet no matter whats trying to read it nothing gets through no store scanner no modis scanners and i cant pass emissions because even theirs cant get any sort of reading, it did work before because i have had it scanned by someone with a snap on modis to see what was causing a misfire about half a year ago if i understand things correctly my computer is working because the truck does run fine (most of the time lol) any directions i should head in or somewhere i should start poking at? it seems like its always something or another because on top of this issue my caliper locked up today lol any advice would be great because i have to pass emissions this month some time

That was with key on? Then you need to get a wiring diragram and trace that wire back to the pcm and check there.

the key does not have to be on for the scanner to come on. if i plug my scanner in it turns on automatically. of course the key has to be on for the scanner to read the codes and i/m monitors.

the fuse should be in the fuse box on the side of the dash, if its not it will be in the fuse block under the hood...
