Update:
I lived with this for several years. After installing a new master cylinder, brake cylinders, and new calipers the problem remained. Recently the pedal would slowly sink away from me while sitting at a stop light. So again I replaced the master cylinder. After bleeding, rebleeding, and bleeding again the pedal still sank away at stop lights. After many Google searches I found this could be a problem with the ABS dump valve. A common issue with rear wheel ABS.

Anyway, replacing the dump valve resolved ALL of my braking issues.
