Engine control fuse blows

Engine control fuse blows
When I try to start my 97 Dodge ram the 30 amp engine control fuse under the hood blows, I changed the computer out with a new one and it also blew the same fuse. if I unhook the wires from the ecc it will not blow a fuse. Please help
