Given the information (or lack thereof) present in your post, your problem could draw it's roots from a whole lot of places.
The shock is easy enough to eliminate from the equation: grab it and try to move it up and down.
Does it move?
If not, it is in there as it should be, and your problem originates at another point in the suspension.
If it moves: the bushings went out, which causes it to have a lot of slop. Replace it and the other as a pair.

Just to clarify a bit more: Does the shock arm move in and out? Or does it stay stationary, and the whole shock moves up and down?
If the former option, the shock is doing what it should, and your problem lies elsewhere.
If the latter, the bushings wore out, which gives the shock room to "play" before engaging the fluid cushion. Replacement is necessary.
Generally, and especially in this case, when one steering/suspension component goes out, its brother(s) on the opposite side should be replaced with it. So my advice is this: if you need to replace 1 shock, replace the other one in the front as well.
