I don't think that's it either..... rather an odd problem..... wonder if it is simply coming off fast idle too quickly. No tuner on there is there??

Might run some seafoam through the brake booster line and let it soak for a half hour....I did the seafoam treatment a month ago, didn't help the issue any, but I only let it soak for a few minutes. It did smoke like a motherf-er though so there was defiantly some carbon being purged.

Plenum was done about 3 weeks ago, I didnt do it myself, i had a mechanic do it, but it was one im on good terms with, I know he wouldnt have done a crappy job, and he did the Huges kit, and also did my intake gaskets at the same time.

Im fairly certain I dont have any Vacuum leaks, The mechanic said he found some, that was the reason he did the reseal. whats the best way to check?

They are, good and tight. No hissing noises or anything from under the hood.

My idle is 650 in park, when warm, which is right where it should be I believe, would be higher if I had a leak I think.

DOA sensor is possible, even with a good quality brand. It wouldn't be the first time that has happened. Can you check the O2 sensors with meter?

Gets the same behavior with it unplugged, so, its gotta be something else funny going on..... Would be nice if you could see real time data while the problem is happening.
