E-brake/parking brake adjustment
I lived in Virginia for a long time, and during that time I've never known a shop to actually check the E-Brake during a vehicle inspection.
They usually check the basic's, headlights (high and low), turn signals, brake lights, check brakes via the rotors. But I don't know where in Va you are and that can make a difference, example: in the southwest area there really aren't any emission's control, in the northern area like FairFax there are.
You can usually see a very large poster on the wall in the shop area somewhere with a list of what is supposed to be inspected. It's a very long list that cover's a lot of the vehicle.
But the area you are in will make a difference, and of course what shop you take it to, some are stricter then others...

HI The e-brake on my 2001 Dodge Ram van has been a problem for years, I always had more problems w/the right side holding than with the left side. Wear on the e-brake lever IN THE DRUM and the brake shoe ends can make it impossible to adjust correctly. I got a welder to put a little weld on the bad ends and then I filed it back to size at least until I can order the parts. I replaced the shoes and the springs before years ago but I never replaced the lever in the drum nor the cables.If the parts are worn you will never get the adjustment right. I think the simplest way to test it is to place the rear wheels on jack stands: Apply the e-brake and try to turn the right rear wheel or remove the drum and if you can remove the right side drum or turn the wheel but not the left side then it is worn parts inside: look closely at the e-brake lever inside the drum[ not the one in the by the steering wheel.] if the edges are very worn and also the brake shoe edges then either replace everything or put a little weld on the edges just enough to replace what is worn away and file it back to the specs. compare them to the left side to get the approx specs. of course a new cable will help too or somehow, take up the stretch in the cable. ALSO BE SURE THAT THE PRIMARY SHOE IS IN THE CORRECT POSITION:THE ONE W/THE SHORTER ASBESTOS PART MUST FACE THE FRONT OF THE VEHICLE. Just thought I would share that. Frank
