99 ram 1500. Running a fram filter and quaker state 10w-30. 147K truck is fairly new to me so i don't know the truth of the history. I live in north arkansas and right now temps are 50+ in the morning but at 70° it may do it also.

When you change your oil, get whatever oil that DOES NOT have a fram filter in the oil change special.
I either get the Mobil 1 oil change special or the Valvoline Synthetic oil change special. So i either get a Mobil 1 Filter (rebranded k&N) or a Bosch Filter. ALthough, I really, REALLY prefer the mobil 1.
My truck has been using Mobil 1 its whole life and the engine is squeaky clean. I started with using Lucal oil additive when I bought the truck from the PO.

That's what I'd do, but always run the quart of MMO. Lifters are little trash cans that catch anything/everything that's circulating in the oil, and on a high mileage engine the additional detergent will keep more of the ash and miscellaneous other crap in suspension so the oil filter (rather than the lifters) can catch it.
I've got 3 vehicles, all with 8 cyl. motors. I guess that means I need to take out 48 lifters and dump the trash out of them.
No, that means you should use Rislone for example. UnregisteredUser is right. Think of a lifter like an oil pan, the oil drains from the motor down to the pan. But any oil sitting on top of the lifter after you shut the motor off drains/seeps/settles or whatever you want to call it into the lifter. That's why there is products like Rislone that help eliminate sticking lifters.
