Question Need all the ideas possible!

the truck feels like its not shifting out of 3rd gear. it takes off sluggish and on the highway going 65-70 im at 3000! RPM!!! had the transmission rebuilt after getting the shift solenoid trouble code and other small transmission codes. got it back from the mechanic and had the same problems. tried three different transmissions all getting the same result. after doing that, i tried to change the computer and used two different ones and STILL getting the same trouble codes and driving problems. its causing the truck to fail inspection
almost any ideas would help
its a 99 Ram sport, with the 5.9.
the check engine light does not come on....

You had the transmission rebuilt and its want shifting correctly when you picked it up? Why would you accept it from them if it wasn't fixed?
