My first and best wild-*** guess would be the throttle position sensor (TPS). Really easy to test, so you don't have to throw any money at this problem to rule it in or out. If I remember right, when I last tested mine I just hooked up the two leads from a multimeter set to "Ohms" to the two terminals on the TPS and just looked for a nice steady rise and fall in resistance. To me, that's the most logical thing it could be. Can't think of anything else that would make your engine accelerate on its own (this is a Dodge, right, and not a Toyota?), AND also not accelerate at all when you step on the gas pedal.

First, as zman said, you should post your question in the diesel forum.
And yes, it does sound like an electrical problem; specifically, the throttle position sensor. That would be the very first thing I'd check. It's not technically called a TPS in the diesels, but I think it does pretty much the same thing; tells the engine management system what your right foot is doing.
