That sounds like a throttle position sensor problem, although it would be doing it all the time, not just on hills, which seem to be your nemesis. The only thing hill-related I can think of are engine to chassis ground connections, that might be shifting when the body moves. Check all those grounds carefully.

Sounds like someone replaced the stock bolts (that have the 1/4" allen bolt heads) with regular 5/16" bolts with hex heads.
