I live in Canada and it gets a lot colder here than 98% of the states, I really do think your dogs would be fine if you were to tack up some blankets and lay down a few. (But I also let my dog in the cab, 50 lb lab, sheppherd collie mix)

I drove 7 hours from Canada to New York in DECMBER with my lab in the back (Crated with a rug in there). She was fine. I had a camper top that had NO BACK WiNDOW to cover it.
I don't think you need to go through all that hassle. Just get a warm blanket and put the dogs in a crate back there.
I have a heated seatcover that runs of 12V (cigarette lighter). Got it for 19 bucks at autozone. YOu could stuff one of them in the crates and figure out how to extend it to the bed.

FOUND a 12V heater blanket:

All you would need to do is run an extra 12V outlet to the back of the truck. Unless you can get a plug in 12V extension. Not sure if they make them.

A electric heater is basically a controlled electrical short creating heat.it's the same theory as using to small of wire for something and running to much amperage through it just like cheap jumper cables heating up when your giving a jump..to many amps too small of wire do you really want this going on unsupervised inside a small Chinese made box with your dogs sitting beside it..
