Default harmonic balancer help plz

So this is actually a 2 question thread its just the harmonic balancher is the more important one.
My first question is i have a 99 dodge ram and it slip's in high rpm's, in every gear too. So if i am on the freeway and mash down the gas or even slowly hit the gas so it reaches high rpm's it will start to slip. the only difference is if i mash down the gas then it slips at around 3200rpm and slips to the point where it wont move, and if i make it slowly accelerate then it will slip more at around the 4000 rpm range but it will still move the truck. Any ideas wht it might be?

I recently changed the o2 sensors because they were old (made a big difference all around let me tell you) and i also did a trans, a fuel injection, and coolant flush. the only thing i can think of is the throttle position sensor or the throttle cable any ideas?

the more important question is with a harmonic balancer on my project jeep. so i got the install tool from the part store and while i was putting it on i got the part that goes into the crank got stuck and the bolt snapped so i cant exactly back it out. I tryed using vice grips to twist it off (haha silly me) but it just kept spinning around it. any ideas on how to get that part out so i can actually install the balancer.
Sorry i know its a jeep project and this is a dodge fourm but i figure i can ask here too just to see different ideas

How does fluid look? Smell? Check fluid level in Neutral (not park). May need to change filter, fluid and adjust bands.

On harmonic balancer, I do not know if they are the same, but I pulled mine yesterday and reinstalled today. No problems. Easier than I thought it was going to be. Can you post a photo?

depending on how much the bolt is sticking out you could possibly try and weld a nut to the end of it and just use a wrench on it to back it out. As for the transmisson slip. Everything ive read and heard is that a flush on something that old is not something you should do. Maybe try adjusting the bands to see if it will improve

+1 on NO FLUSH. Front band adjustment is on outside, rear band requires dropping pan - might as well change filter while you are there. Also, add drain plug to pan if there is not one.

I know they say not to do a trans flush and i took the risk anyways and it thankfully did no damage, it actually helped a lot. since i live in the bay area it wasn't long till i came to a hill on the freeway and with the trans flush and the o2 change i fly up hills no problem now. its just in high rpm that it slips and in every gear, it could be bands, but i have also heard a t.p.s might cause this is that true?

The bolt sticks out about 2 inches maybe. I was thinking of grinding a little off the top and bottom to make a perch as to were i can stick a wrench and try and get it off that way, but i don't know wouldn't that mess with the crank balance or something from vibration?

I wouldnt think that it would mess with the balance at all. If you want to try grinding it to get a wrench on you can try that. If that doesnt work just tack weld a nut onto the end of the bolt and that should do the trick for you. Also soak it with some PB or something to help turn it out. Hope this helps

so good new and bad news. good news 1st I got the tool off and it only took 2 bottles of beer, also o'reilly took the tool back with out even looking to see if it was broken or not. mind you i grinned it down to make a perch and that's how i got it off (what ever i told them its broken and they still gave me my money back). bad news the harmonic balancer is still off and i only drank 2 beers lol

What ever just a project for another day

Band adjustment won't do any goodif its slipping at high RPM. Bands only grab at the shift points, not the while gear range. You have a bigger problem, I fear.
