Default 1998 Ram 1500 Transmission Problem

My 46RE transmission has a weak 1-2 shift. It shifts at 15 mph but revs do not drop when it shifts. 2-3 shift is normal ( 30 mph), but does occasionally (not all the time) overspeed. 3-4 shift ok. Curise is ok and no noticebale slipping. Fluid level is normal and is red and not burned. I have adjusted the low bands (outside case) to specification and the TV cable was inspected and found to be in correct adjustment. Tranny has 150K and has been serviced annually. Last service was in May. What could be causing the week shift?

Could be the other band could stand some adjustment.... (gotta drop the pan for that one though.) may also be governor pressure sensor or solenoid getting old/dirty/plugged up. Might be Torque management biting you in the keester as well. (did the 98's have that particular foible?)
