Default Rust on bumper!!! please help!!!

Okay so let me start this off by saying aftermark chrome bumpers suck A$$!!

This past summer some idiot 16 year old backed out of a driveway and hit my parked baby. i ended up taking it my dads buddy who ownes a bump shop. my bumper had a small dent in it maybe a 3" x 3" size so he went ahead and replaced it anyway. well when i had it lifted up at work the other day i had looked behind it and the whole left and right sides were rusted so bad.

And i dont have a pic of the top, but that keeps getting surface rust on it and im forced to keep steel wooling it every day. is there anything i can do to stop the rust?

Heres the left side-

And the right-

The back of the bumper probally needed to be coated with something before installation. I would've done it anyway just to be on the safe side.

I'd recommend a product called por-15. That stuff is the cat's meow when it comes to rust control. It's a little on the expensive side, but if you do it right the first time then you shouldn't have to ever worry about it again.

Rhino Lining would only be good if there isn't any rust on it. It would just trap the rust and it would rot from the inside out.
