It should be close to zero when you have it "on" (that means that there is close to zero resistance to the current flowing through) but when you have the switch "off" the resistance should be very high (possibly won't give a number).
What were the units on the display with those numbers?

If the switch is indeed working properly the next thing to check is the headlight relay in the power distribution center under the hood.
