Default 1997 dodge ram 1500 shiftting problems

Hello I have a 1997 dodge ram 1500 4x4 5.9l 183,000 automatic tranny was rebuilt a year ago when previous owner had it I took this truck in on trade. Tranny ran smooth I had a cracked tranny line going into the tranny cooler. Transmission ran low on fluid where it wouldn't move I changed filter and put all new fluid now my truck is stuck in 2 gear and will not shift I can get the truck to 45 mph and let rpm go to 2500 and it will shift into third I can manually shift it to 1st but not to 3rd sometimes I can start my truck and put it in D and it will go straight to 3rd gear I took it to a mechanic and there was an error code 45 governor pressure offset. ANY information will be helpful Thanks.

If it ran too low, it will need to be rebuilt. But maybe checking/changing governor pressure sensor and solenoid. Was there any crud in the bottom of the pan on the magnet?

What kind of crud? Some greyish looking like stuff is normal, metal chunks, not so much.
