Well I gave up and took the truck to my local Dodge dealer. They had a bugger of a time diagnosing the problem but eventually fixed it by replacing the cruise servo under the battery.

Did they replace the vac line that goes to it also? And thanks for the update.

Nope, the vacuum line wasn't replaced, just the servo itself. Cost me just over $400, but they put a lot of time into diagnosing it. Only around $180 for the part, and I am in Canada so I get hosed. lol
