Default No heat or A/C

I don't have much knowledge when it comes to messing with A/C and such, so please, bear with me. I have a 1999 Dodge Ram 1500 4x4 with the 5.2L V8. My issue is that I have no A/C or heat in the truck! I bought one of those AC recharge bottles and it did nothing. Let me know if there is something that I should check for, of it someone has had this same issue.
Thanks

No heat or A/C at all? Does the fan run? Is your coolant level where it should be? Does the compressor kick on and off? Did your a/c recharge bottle have a gauge?

Might think about checking some fuses too.

Yes, the fan runs. So does the compressor. I checked the coolant level, and it was fine. I suppose that I should check the fuses next.

Ok... so what exactly is the problem? If the fan runs, and the a/c compressor runs, all the electrical stuff is doing what it should.

I replaced the fuses and nothing has changed. I found that the clutch does not turn correctly. It spins for a second and then stops. It will keep doing that for a long time. Not sure what that means...

If the refrigerant charge is low, does that also affect the heat?
