Default No power at full throttle but plenty at half..

Hey everyone! I am brand new to this site.. I have a 97 1500 with the 5.9 with 3 inches of lift and 35" bfg's.. Anyway I just bought this truck and if i mash the gas pedal all the way down, rpms will go up but there is no power really, but when i ease up on the pedal to maybe half throttle, it has the power there.. Any ideas? It also has the issue that seems to be common with these things where it turns over a bunch before starting.. i cycle the key a few times every time i need to start it.. Are these problems both related to a fuel pressure issue? Could the cat be a problem with the lack of power at full throttle? Any help on this would be great. Thanks

And if your revs are climbing but your speed is not then your tranny is slipping.
