Can anyone tell me why would i not be getting power to my #9 fuse in underdash fusebox.i dont even get a signal for a second when i turn the key on or while cranking.where does the power come from and what does it control.engine cranks but wont start

 

Fuse 9 gets power from a Dark Blue wire coming from the ignition switch. Lots of systems get their power thru there... ASD relay, fuel pump relay.... etc.
