Default 1500 Spare Tire Woes

Found a little jem when I tried to lower the old spare.....
The "tube" was so rusted it was broken in half. Basically, I'm screwed.
I ordered a new factory part from wermopar, and 3 hours later they sent me an email that the part number has been replaced and the price has gone up $15. Two questions:
Can I remove (get to) the carrier bolts to get the assembly to drop?
Has anyone come up with a better design than the factory piece of conduit?

BTW, is anyone here as freaked out as I am about whats going to happen to our gun rights?

cut the spare down by cuting the cable then you put it in the box and never have another issue with it
