if you just did you plenum last week then your cat may already be blocked. you could try taking the o2 sensor out and see if it runs better.

replaced the cat couple months ago, but what I'm saying is a right before the mud my truck was running at top notch a literally right after it cant even spin tires

How deep was the water/mud? Mud is a bitch.. It will ruin your breaks in a instant.. It likes to build up between the pads and rotor... Check for hanging up brakes...
