Heater problems

Ok...dodge ram 1500 1998. Blows barely warm heat. Replaced water pump, thermostat, flushed heater core x2, cleaned heater core, listened to the blend doors. Heater core was clean as a whistle with great flow. .... Weird part is that on max ac it blows hot!
