Hmmm, lifter was changed 6 months ago yet you say oil was coming through. Just tossing this possibility out there in that the lifter was installed incorrectly. I've had fun with that before....

This all started after you changed the oil, none of this was going on before then. You will still see oil coming through the pushrod even if the lifter is not loaded up. Change the damn oil to dino oil and see what happens, it's a lot cheaper than tearing down a head. If you have a broken valve spring you will see it once the vc is removed.

Is Dino anything but synthetic oil? And would you recommend 10w40 or 10w30 . I already bought all the tools and stuff for the valve so I'm just gonna rope the cylinder then change to Dino oil

It has different properties than synth oil. The guy's that have been around here for some time have seen this before and sometimes just taking the synth oil out of play makes the lifter load up. Just 10w30 nothing fancy no high milage stuff either. You are inserting rope into the jug to hold the valve up? it should work but compressed air through the spark plug hole is the better way.

What ever is better ha I figured the rope would be more reliable . I'm worried about the compressed air drooping the valve

I hate doing either but unless you pull the head what other choice do you have, most guy's use air and the whip hose from there comp tester and some air hose adapters. Does the spring look messed up/broken?

My dad said it looked like it had different bounce then the others like it had play but I couldn't notice anything different.

Just me I would do the oil change first see what happens. It still might tick I can't be 100% sure but it's ezer than changing that spring. It still might tick for a little on startup, I have had mine take up 3-4 min to settle in after adjusting the valve lash and sometimes a few restarts to boot. The lifter oil hole could be plugged with dirt.

Edit: Hey old trick release that rocker arm on that jug and let it sit for say ten min then retq it run it up see what happens.

Loosen the ricker and turn it over ? I plan in doing the spring tomorrow . Then oil change

No need to turn it over with that trick, just loosen the rocker off do something for say 10-15 min then retq it, then run it up.
