98 dodge 4x4 not working?

have a 98 dodge ram and the front end wont engage? the transfer case goes into 4lo and you can feel the gear reduction but the front wheels wont pull any ideas? thanks in advance

Posi-lok cable. It works amazing. I have it for my 98. No trouble with it at all. Look into it.
