Break out your arm with three elbows...... and see if you are getting voltage at the PCM, with everything hooked up, and key on. I know those connectors like to corrode, and cause all sorts of havoc.

You could pull the connector, and insert some short pieces of wire into the cavities (from the back side) so you have an easier time of it when testing.....

Or, if you get really desperate, I am not all that far from you. (about a two hour or so drive, on reasonable roads, something which appears to be in short supply around here at the moment....) Come and see me.
Good day HeyYou. I have done some further testing. I have unplugged the main connector the wires from IAC go into. Pins 10, 11, 19,20 they produce a voltage. When plugging the connector back in I loose the voltage. I have tried using a probe from the back side of the pins and don't get a voltage. I have also went to a junk yard and replaced those 4 pins with good clean connections still nothing. Where I soldered the connections together with the connector plugged into the ECM no voltage there. I have also went back through and retested the wiring from the main connector to the IAC connector still have continuity. Is there something in the system that loads the ECM down or grounds something out somewhere? Also how much would you cost me to have you take a look at this? I have been dealing with this for about 3 years now. I had just started posting here.

Check continuity to ground on those four wires, and also, between the wires.

PCM has a couple grounds, most are right there near it.

Bring a couple gallons of kerosene. That way, we can be warm while we play.

I will check the continuity to ground on those wires. Yeah it's nice and warm here too!!
I have already checked the continuity between each of those 4 wires otherwise.

I have checked those 4 wires to ground when they are unplugged from the IAC and the pcm. There is not any continuity to ground on those 4.

I have also just checked the continuity between ground and the 4 wires with the connector plugged back into the IAC.

Ok, so apparently, the wiring harness checks out.

With the connector unplugged, you get power at those pins? But, plug the connector in, and power goes away? You already replaced the PCM once haven't you? Given you have the same symptoms after the replacement..... I don't think it would be the PCM, although, it certainly DOES look that way.

Ok, on C1, pins 4, 31, 32 are grounds. Make sure they really are.
